Quiport Corporation - New Executive President

The Board of Directors of Corporación Quiport appointed Mr. Philippe Baril as the new President and General Director of the Corporation, concessionaire of airport services in Quito.  Luis Eduardo Pérez was up to this date Quiport’s main executive.

The shareholders accepted the resignation presented by Mr. Pérez that for personal reasons and thanked him for his support to the project of the New Quito International Airport.

Philippe Baril is a well-known aviation executive who has had significant international experience in airport strategy, management and development.

Over the past twenty-one years he has been involved in every facet of airport business and offers senior management expertise and overall leadership skills in a variety of multicultural settings.

Following his appointment, Quiport’s new CEO affirmed this opportunity constitutes a challenge that he accepts with great enthusiasm for he will be part of the making of the most important infrastructure project that is currently being built in Ecuador and that provides work for a total of 1,932 people.

Mr. Baril also announced he will work based on three fundamental pillars:

  • Complying with the law; that is, following the rules established in the Executive Decree 885, the Organic Law of Municipal Regime; and all applicable Municipal bylaws.  I will also obey the national orders of the Civil Aviation General Management (DGAC) and international rulings of the OACI.
  • Completing the construction of the new airport in the established periods, under the highest international quality standards, with an emphasis on environmental care, and in accordance with the mandate delivered by the Quito Municipality.
  • Projecting airport services in the capital city to levels of excellence, in order to foster the development of the city and of the whole country.

“In my former activity at the Airports Council International (ACI) in Geneva, Switzerland, -that represents some 1,700 airports around the world-, I have witnessed the interest of the international community for this project, because it is the only Greenfield airport being built in the Americas, and will be the most modern in the whole region”, pointed out Baril, who emphasized this is the first airport being built in harmony with the environment.

Mr. Baril emphasized that this is the first “green” airport in the continent because it has been designed and is being built according to environmental rulings that help reduce to a minimum environmental impacts, and the use of state-of-the-art technologies make it possible for the airport to resist earthquakes up to 9 degrees on the Richter scale, and in some areas, even up to two hours of fire.  This means the main gate of this country will remain open even under severe emergency conditions.

He joined the Airports Council International (ACI) World office in 2004, taking on the responsibility for managing the ACI Fund for Developing Nations’ Airports and was a key supporter of the introduction of the ACI GTH Training program in the Latin America and the Caribbean region.

  • Secretario Adjunto de Turismo of the Mexican Government.
  • CEO of Tijuana International Airport, the first airport in Mexico to implement a 50% - 50% Government-private sector sharing of responsibility for the airport’s 1 billion USD investment.
  • Executive Director of Safety and Operations of ASA (Aeropuertos y Servicios Auxiliares), the government-owned company responsible for 58 airports, collectively representing over 1 500 000 aircraft operations and 55 million passengers per year.
  • Manager of Airport Services for SYSTELIA, a European airport consulting firm, where he was involved in cross-border airport development projects for Europe, Africa, and Latin America.
  • CEO and Director of Grenada Airports Authority, where he was responsible for 2 airports in Grenada (Point Salines International and Cariacu).
  • Chairman of the Licensing Board. Grenada, West Indies.
  • CRAFT - Project Agent for the European Union.
  • Awarded the "Medal of National Honor" from Mexican Academy Public Finance.
  • Member of the Board for the company SEAT (Servicios Especiales de Apoyo en Tierra), the largest company of ramp services in Latin America.
  • Member of the Board of Directors for MEXICANA and AEROMEXICO airlines.

His broad experience now gives him the opportunity to handle the most important investment project in Ecuador: the construction and operation of the New Quito International Airport that will be the most modern in Latin America and will certainly boost the city’s as well as the whole country’s economy.
